Destiny International Christian Center (DICC) is a Christian nondenominational fellowship dedicated to the growth and development of humankind through the proclamation and practice of the saving Gospel of Jesus Christ.
Founded in 2007 DICC has been a beacon of hope in the community by teaching discipleship, distributing food and clothing, and educating individuals in the necessary areas of life such as resume preparation, interview skills, business development, and more. We believe that anyone, anywhere, at any time can change the course of their lives through the matchless power of God Almighty.
It is the focus of this ministry to birth, develop, and empower God’s people through the power of His word. We are chosen for such a time as this. A time of healing, helping, praying, fasting and winning the souls of today and the hearts of tomorrow.
We believe that God will give you the desires of your heart. That when you seek Him, He will answer you with His Love and Mercy. Our desire is to assist those in need through the work of the ministry in an effort to increase God’s people. The strongholds of relationships, finances, health, weapons of abuse, and mental challenges will be broken as this ministry moves forth to develop, equip, and assist the lives of the believer and the seeker. Anything is possible when we connect with God for a Spiritual resolution. And these answers are available to anyone as they embark on an open door into the presence of His Spirit through the life of Jesus Christ. Welcome to our ministry and welcome to your future.

Operating in evidentiary gifts, Dr. Dawn Harvey-Owens strives to fulfill the call on her life by teaching, ministering, training and developing those that God has placed in her path. Disciplining the saved and winning the unsaved, Dr. Dawn’s strives to serve God’s people. She has a burning desire to win souls and annihilate the spirit of defeat. Her passion to preach God’s saving grace and disciple others to do the same drives her vision to advance the kingdom of God.
At the age of 15, Dr. Dawn was diagnosed with uterine cancer and was given a grim prognosis. By God’s grace, her life was spared. A few short months later, the cancer returned in one of her lungs and soon after it was also discovered in her brain. The doctors treated her for protocol with no hope of survival but God had another plan for Dr. Dawn’s life and He healed her.
Having experienced several of life’s challenges, Dr. Dawn understands the struggle and the plight to overcome obstacles. She is a living example of how God can literally transform your life if you yield your life to Him. Dr. Dawn has demonstrated an innate ability to share information in a manner that allows individuals to not only be inspired and motivated but also cause them to leap into action. With a results-driven attitude, she pursues with passion the tools necessary for equipping the masses. She will not take “NO” for an answer and strongly believes that “NO” simply means that there is another way.
As the Senior Pastor at Destiny International Christian Center, she has a heart for God’s people and embraces the opportunity that God has given her to minister the gospel of Jesus Christ. Dr. Harvey-Owens holds her Doctorate in Christian Theology, is a published author, media personality, an entrepreneur and has over 25 years’ experience as a corporate and leadership trainer. Dr. Dawn M. Harvey-Owens is the Principal and Founder of CGI, LLC., a corporate training and leadership development firm located in Washington, DC. She has worked with notable companies such as Boddie Noell Ent., Government of District of Columbia, Marriot Corporation, Federal Express, Legal Shield, HCD, Int. and the Washington Suburban Sanitation Committee just to name a few. Dr. Dawn resides in Maryland with her husband and anointed covering, Dr. Collier W. Owens. Together they share 4 children: Destany, Emmanuel, Ashley, and Amber.
Dr. C. Wesley Owens has been in the DMV since graduating from Howard University with a bachelor’s degree in Economics. From there, Dr. Owens received his Master’s degree in Economics from American University before pursuing and receiving his doctorate in Curriculum, Instruction, and Assessment from Walden University. Dr. Owens, who is a published author, strongly supports Frederick Douglas’s education philosophy that “it’s easier to build strong children than to repair broken men.” Dr. Owens believes that addressing systemic inequity at their roots—particularly by providing children with opportunities for growth and education using biblically based framework of Christian principles—is more effective than trying to fix the consequences of neglect and oppression that plagues our men later in life.
Dr. O, as his church family fondly refers to him, has served in several ministerial capacities ranging from Sunday school teacher to head of the men’s ministry. He also has carried on the Owens family by being the fourth generation Chairman of the Deacon Board, following the footsteps of his father, grandfather and great grandfather. Dr. O currently serves as the covering of Destiny International Christian Center, where his dynamic wife, Dr. Dawn M. Harvey-Owens serves as the Senior Pastor. In addition, to being the husband of Dr. Dawn, Dr. O is the father of four children, Ashley, Amber, Destany, and Emmanuel and grandfather to Lawrence.
